They MUST be prosecuted. To not do so is giving him and his followers permisson to bully "their enemies" (all of us, anyone they disagree with) financially, physically, and mentally.

A clear message needs to be sent that we will not tolerate stalking, cyberbullying, and other crimes against ordinary people.
